Q2 removed Q's powers in 2366 when Q was found guilty of spreading chaos throughout the universe. He observed Q for a short time after this, and later restored Q's powers when he witnessed him committing a self-sacrificing act to help the Enterprise.

Bre'elian Scientist who was on duty when Bre'el IV was facing a planetary emergency. Luckily, thanks to the Enterprise, the descending Bre'elian moon was put back to its' natural orbit.
