Michael Piller had originally thought of using the Klingon Empire / Worf storyline as the cliff hanger for the third season.

Michael Piller called the Klingons the most explored alien culture in Star Trek.

Michael Piller said "I've come to think of Part One as Shakespearean-style royal drama, I, Claudius-type intrigue of the highest levels. Here we added Data's command dilemma and the subplot of Sela that Denise Crosby came up with."

Rick Berman said "In all our two parters, we always end up writing the conclusion after we return from hiatus. It's something we kind of look forward to over the summer!"

David Carson was chosen to direct this episode, after his previous helming of "Yesterday's Enterprise".

Chris Hobson is a long time friend of Ron Moore.

Two of the extras on the Sutherland ("Keith" and "Terry") are Ron Moore's brothers.

The Nebula-class Sutherland is the same model used for the Phoenix in "The Wounded".

The U.S.S. Tiananmen commemorates the central Beijing square that was the scene of the Chinese populist uprising in 1989.
