Ralph Willis is a pseudonym for John D F Black who was unhappy that the final shooting script bore no resemblance to his terrorism-themed idea he originally pitched. In it, the Edo or 'Llarof' as they were known employ local 'cops' to fight crime. After one of the cops killed an Enterprise security officer in cold blood, the alien government looked the otherway and Picard was forced to intervene (source - Star Trek - The Next Generation Companion).
	The exterior shots on the Edo planet were done at the Tillman Water Reclamation Plant in Van Nuys, Los Angeles. The gardens were filmed at the Huntington Library in Pasadena.
	Brad Zerbst's Medical Technician reappears in "Heart of Glory" and "Skin of Evil".
