The rigidly serious government leader of the Valt Minor system who conducted the Ceremony of Reconciliation in 2368 that ended generations of warfare between his people and the Krios system. In this ceremony he received a gift from Kriosian Ambassador Briam, a bride in the form of a rare "empathic metamorph".

As ambassador of the Kriosian government, Briam was assigned to escort the empathic metamorph Kamala to the Ceremony of Reconcilliation between the rulers of Krios and Valt Minor. Prior to the ceremony, Briam was injured by a Ferengi interloper named Par Lenor. Captain Jean-Luc Picard was able to fill in for the disabled Kriosian.

Ferengi Trade Mission representative who faked a shuttle accident to be brought aboard the U.S.S. Enterprise NCC-1701-D to negotiate with visiting Ambassador Briam. Lenor prematurely released an empathic metamorph and injured Briam.
